Winifred King, Ph.D.

DR. WINIFRED KING, has extensive experience in behavioral research and program evaluation. Within the past decade, she has developed expertise in the following areas: program management including the coordination, dissemination, and evaluation of behavioral interventions; program evaluation, including development of DEBI evaluation guides, logic models, and instruments; HIV/AIDS curriculum materials development and packaging; and evaluation research design and implementation, subject recruitment, focus group moderation, implementation of qualitative and quantitative research methods, code book development, data management and analysis, presentations, and lecturing.

Dr. King is currently a Research Behavioral Scientist on the Science Application Team (SAT) at the Centers for Disease Control and Prevention in the Division of HIV/AIDS Prevention, National Center for HIV, STD and TB Prevention, Capacity Building Branch. Currently, she serves as the Real AIDS Prevention Project (RAPP) Team Lead. RAPP is a community-level intervention designed to reduce the risk of HIV among African-American and Hispanic women (aged 15-44) and their partners. She provides management and coordination of all diffusion activities including budget management, supervision of contractual work, marketing of the intervention among CDC partners and grantees, revision of original intervention implementation materials, development of RAPP supplemental training materials workbook, development of an evaluation guide, plan, and instruments, and the coordination of training and technical assistance on the intervention. In addition, she serves as Team Lead on diffusing the Focus on Kids intervention. Focus on Kids is a community-based eight-session group-level HIV/STD prevention program for high-risk urban youth aged 9 to 15. Responsibilities include management and oversight of the revision of the intervention and the development of training and evaluation materials with major contractors. Finally, she serves as project officer and technical monitor on several evaluation projects. This includes serving as Team Lead over the Evaluation Capacity Building Project, providing management and budgetary oversight of task orders, and ensuring the delivery of specific evaluation products.

Prior to her tenure at the Center for Disease Control, Dr. King served as the Assistant Program Evaluator for the Alabama Adolescent Pregnancy Prevention Project, a federally funded multi-county school-based five-year demonstration project designed to prevent unwanted pregnancies among adolescents aged 10-15. Dr. King helped plan, design and implement a state-wide comprehensive evaluation project that involved: (1) implementing a quasi-experimental study that involved treatment and control counties; (2) developing appropriate theoretically-based behavioral risk assessments to examine changes in student's knowledge, attitude, and sexual risk behaviors before and after the project; (3) collecting and analyzing attitudinal and behavioral data; and (4) writing comprehensive evaluation reports. The findings and recommendations from the evaluation reports were used to change and improve the demonstration project for at-risk teenagers. Prior to this role, Dr. King served as Senior Public Health Advisor for the New York City Bureau of Tuberculosis Control where she supervised and trained staff in patient education and exposure investigations.

Dr. King has developed several evaluation manuals and instruments and has made several presentations at national conferences and meetings. She earned her doctorate in Health Behavioral Science from the University of Alabama , a Masters in Public Health from Hunter College-City University of New York, and a Bachelor of Arts in Pre-Medicine Studies from Barnard College-Columbia University.
